2500 Boot ROM's

Forgive me if this has been a topic beaten to death but... I tried to upgrade my 2501's in my home lab to 16/16 and when I booted one up with 16MB Dram it shows as 14Mb and wondering why?

The Boot ROM is 11.0(10C), another 2501 comes up with 16Mb Dram and Boot ROM 10.2(5) which I don't understand. Shouldn't the 11.0 make use of the memory?

Also, how can I get ROM for my routers, I heard before that Cisco would send them out if requested, any costs with it?

I think the new roms are reserving packet memory. (should be obvious if you scroll back through the startup screens if it is)

If not .. dodgy sim??
