2400 IPX Toll Restriction ??

We have 2 IPXs CCISed together. Toll restriction works fine at the main site (site with the various outbound routes). I cannot make an RSC work at the remote site that is toll restricted baised on number dialed.. and I'm going C R A Z Y !! I built ARSC for RSC 2 = 2, RRI 3 = 2, ATDP Day RT 31(LCR) and 6 (CCIS)RSC 2, 92 through 99 with a TDI=1 and I can still dial 9 1 NPA NNX xxxx, and I can still dial the world. ASYD is set the same in both switches for sys 1 index 75, and sys 2 index 1. What am I missing???? Fred.
 
the AFRS is built for Rt 31, and is the only AFRS in both switches so that means for a given dialed number, the opr is the same weather the phone is toll restricted or not.

From what I can tell from my NEC school books, the programming manual, and my class notes from many many years ago, it looks to me that it has to do with ATDP. One strange thing I noticed when I built the "new" restriction class for this phone was: our main pbx has extensions 3xx, 4xx, 5xx, 13xx-15xx, 23xx-25xx, I had to program 92 through 95 in ATDP in order to call from the "remote" pbx to the main pbx, not just 1, 2 through 5 that I thought it would need, since thats the number that you dial.
