2400 IPX gives half-duplex collision on inbound to TIE line

This is a bit convoluted, but i'll try to be brief.
I have an NEC 2400 IPX... attached to this via a 24DTR (TIE line) is a rightfax server containing a Brooktrout card.
This part functions fine, except once the 4 channels I have attached to this route (route 15, trunks 1-4) are full up, where you should receieve a busy signal, I get a collision in half duplex.
This always goes to the same virtual extension (TEC 18).
If there is no one talking on this extension/LEN, you recieve silence. DCON does not show this connection, but you can definately hear it.
however, this collision only occurs on calls incoming from my PRIs (routes 50 and 60)... if i make the call from an inside extension, I get the busy signal as i should.
any ideas?
 
Have you programmed up the other channels and made them busy with MBTK?
 
I have programmed trunks 5-24 and busied them (mbtk, busy type 2), initially, and the problem was there. i then deleted them, retested, same trouble.
