click the OK button.
3. Click Format - Timescale and then select the Non-Work Time tab.
4. Click the Calendar pick list and select the 24 hours calendar and then
click the OK button.
5. Click Tools - Options - Calendar.
6. Change the Hours Per Day value to 24h.
7. Change the Default Start Time value and the Default End Time value to
12:00 AM.
8. Change the Hours Per Week value to 168h.

still it shows that resources allocated in non working time

Is it possible to know in which two tasks resources are over allocated?

I don't understand - if you are using the 24 hours calendar there is no non-working time. What is your resource's base calendar?

In order to see what tasks are causing the overallocation - look at the Resource Usage view.
What version of Project and what setting are you using in Resource Leveling?
