24 bit 16 million color depth not showing up???

I was wondering if anyone would know why that there would only be up to 16 bit color options in my "new image" portion and not 24 bit aka 16 million color options.

I have had PSP 8 for the longest time and I had 16 million colors and I was wondering if it was something wrong or if it is just something that I'm overlooking because in the PSP X version it states there should be an option for 16 million colors for images.
