2317 phone needs caller id

I'm working on a 2317 phone and I can't change the CLS to CNIA because I don't have the right package. I need to get caller ID working on the phone. Caller ID works when called from an inside ext but when dialed by an external ext it doesn't.

CNIA is a Hotel/Motel application

Do you have Caller ID on any other sets from external callers?

I recently changed this persons phone from a 2616 to a 2317. The caller ID worked on external calls before I changed it. We have other phones that external caller ID works on as well.
