Re-phrasing the last question a bit....

Can I use the ICI keys to take overflow/more traffic from Loop Keys?
I have 3 console operators. If all 6 Loop keys are active, can I have more
Loop calls roll to ICI keys? Lastly, can I program more than one route on
a Loop key?

6 loop keys max, no overflow. A loop key does not get a route assigned to it.
 
Lastly, if you need more than 6 loop keys then calls are not getting handled the way they should be. Training may be on order.
 
If all the Loop Keys are busy, then you are transferring calls off-site over trunks that have questionable disconnect controls. That's the only time a Loop Key gets "stuck" in busy. I would be working towards a better way to transfer the calls off site - possible looking at the Route programming to see if you can get it to work without holding a Loop Key busy.

You could also solve this by first transferring the caller to your side phone, then using the side phone to transfer the caller out.
