2216 phones

I recently purchased 20 refurbed 2216 phones,they have a weird problem when you have an observe key on them, you can observe the agent 1 or 2 times then it wont work, it appears to be observing but you can't hear anything. if you unplug the handset or headset it will work again for 1 or 2 times, I tried all 20 phones and they have the same problem, when I put an original phone back it works ok.The new phones were made in 1997 and the originals in 1995.
Anyone know of a vintage problem with 2216 sets? i tried outing the tn and using a new one but still no go, any help would be appreciated

is the programming right in the PBX? or is it programmed to be a 2616? In that case you can have strange problems.
