206E R4.1 all ports ringing? Frigid Restart?

I have a 206E R4.1 that all ports always ring like there is an incoming call when MLS-18 plusgged in to all ports. Yes, tried different phone sets. Any ideas?
Also how do you frigid reset partner ACS and Partner plus/II processors?

That's a bad 206. #989CLEAR will default a CPU.
