206 R3.1ec no power light

My "new to me" ACS Rel 6.0 Processor arrived. I shut down the 5 slot carrier. I removed the existing Partner R4.1 Processor. I installed the "new" ACS processor. The modules are placed as follows: 206 r4.1ec; 206 r3.1ec; ACS r6.0Processor; 206 r3.1e; Partner MailVS r5.0.Powered up the carrier. Only the processor and the first module lit up. I power off. Reinstalled the processor and powered up. Again only the processor and the first module had lights. I removed the second module and replaced it with the 206 r3.1e. Moved the MailVS to the forth bay. Left the fifth bay blank. Powered up the carrier. All lights lit green.
I powered off. I installed the 206 r3.1ec in the fifth bay. Powered up. Only the processor and the first module lit. I powered down and back on. Only the processor and first module were lit. I powered down. I removed the ACS processor and replaced the Partner 4.1. Powered on. Everything was lit green. I powered off. Removed the Partner 4.1 and replaced the ACS 6.0. Powered on. Still only the processor and the first module were lit. I powered off and removed the 206 r3.1ec from bay 5. Powered on. All lights were lit. I powered off. Placed a 206 r2.1 module in bay 5. Powered up. Everything works fine.

Why do you think the 206 r3.1ec doesn't work with the ACS Processor?

ACS carrier?

It originally held Partner II stuff.
How can one tell the difference?

Other than..........not working as one would think?

I cannot explain the exact problems you are having but I did run into a similar problem where cards worked sometimes in one slot and not in other in the same carrier.

In desperation, I finally took a can of compressed air and cleaned out all the contacts on the back of the carrier and cards. After doing this, I finally got all the cards to work. I did see some small pieces of packing peanut pieces fly out. I have no idea if this really solved it. All I know is thay all finally worked and I continued on.
