206 not powering up Processor

I replaced a defective 206 card in slot 2 of a 5 slot Partner carrier, with a fully tested 206 from my maintenance kit. The replacing 206 R2 does not power the Processor in the P slot nor the Voice Mail VS R4 in slot 3. Yet it works fine on my test bench. Is their a release miss match? Any ideas?
 
processor should come up evan with a dead card in slot two its the card in slot one that needs to be on for it to work.


did you test the card you took out ?

sounds like a bad carrier .
 
swap 206 between the carrier slots if you have more than one 206. i would try another card in slot two to determine that it is not just this one card that will not work in the 2nd slot.

skip seems to be on the right track with questioning the carrier slot being the issue.
