206 module programming

I have a customer who uses a stand alone 206 card as their phone system. Extensions 10 and 12 work ok, but the other extensions won't allow any outside calling. How were they restricted if there is no central programming?
 
at sta 10 only,
Feature 00, press left intercom 2 times
Dial #401
dial ext no.
1 no restriction red steady message lamp
2 inside only red flashing
3 local red wink
 
I have the same problem, except that it was working and a phone call was made at 5:00PM. The next morning, you could answer incoming calls, but not make an outgoing call.NOTE: in our area, one of the exchanges is 228. dialing the 22 has not affect on breaking dial tone, however, the 8 does. Still cannot complete a call, but dial tone breaks. How do I reset or re-initalize the whole system?

To reset a Partner system, unplug it for 15-30s. If it has an old nicad battery, it might dump the program too. You can do a search at: support.avaya.com for the manual in PDF format. Free download.
The "2" key may be toast on the phone you are using (MLSXX). Very common failure (bad contacts or corrosion). By that I mean that the dialpad in general, also LEDS may stop working.

After much further checks and opening the case, I found that lightning? had struck the system and destroyed two very impressive areas. Now, I can't figure out how they were able to answer calls. Thanks guys
