200ICP External Call Forward

We have recently installed a 200ICP CX system for a client. I've set the trunks for CO to CO connect enabled under the COS for the trunks, but when trying to call forward no answer to external numbers (their cellphones) we keep getting a busy signal. I've reviewed the System Options and COS for the devices and trunks, but I am not sure what I am missing on this one. Thanks.
 
Form 30 is the device interconnection table and the first place the software looks to do this function. Depending on your trunks loop (3) or ground (4) you would have to for example enable 3 to 3 for loop start.
Next place is the system options form 4 and must have option 21 incoming to outgoing call forward enabled and then of course the cos of the extension that is forwarding out must have 313, as an example, in its cos, not the trunks. Ensure that the station that is forwarding outside the switch also has option 208 external call forward in its cos.
 
I have found the dependancy on COS options 313-319 varies depending on whether the fwd is immediate or N/A. I would enable trunk to trunk in both the Stations and the Trunks COS

Also an Immediate fwd seems to follow the COR of the trunk. make sure the trunk is not restricted.
 
I have never enabled in the trunk cos and it has always worked.
 
I agree. We've never had to do anything special with the trunk COS. The roadblock is usually in Form 30.

By Default all of your trunks are interconnect-restricted from one another (in form 30) to prevent toll fraud. When you open them up, you do so at the risk of inviting toll fraud, but you've got to open them up to do what you're wanting to do.
