2008 R2 and IE ESC

I've built up three 2008 R2 RDS servers now that'll be used by all our basic users for whatever. I've went in to disable the Enhanced internet security; server manager/configure ie esc/off for both admins and users. However, when a domain user signs on to one of the boxes, Enhanced Security Configuration is still enabled. This happens on all three servers regardless of what domain user it is.

The config says it's off, but it isn't. No gpo turning this on either. Anyone else seeing this or been through it already?
 
If anyone stumbles on this same issue, here's a good fix. Go this site:
copy the portion that talks about making a bat file, do that and logon to the machine with what it to be your default profile. Run the bat, logoff, and copy the profile as your default. This will take care of new users coming from 2003 to 2008 RDS for the first time. If you've already got users on 2008 that need the fix, you'll need to run it via gpo or just throw the bat in their startup. It'll fix the issue but will also change their home page to the default page of "internet security is disabled yada yada..
