2007 how to add macros to addins tab

I frequently create or created custom tool bars in previous versions of access b4 2007.
if I open a 2003 database I noticed the custom tool bar and buttons show up in add-ins tab in 2007.
How can I add the macros like I did in 2003 simply by dragging the macro or form or report up to the tool bar.
2007 will have none of it.
Or can I? or is a long drawn out process?

addendum to above
the add-ins tab has the word "Custom Toolbars" at the bottom of it. and it apppears as a separate bar in the add-ins tab.
I suppsoe one can't make a customer tool in 2007 but rather go back to 2003 or earlier and make it. then it shows up in 2007?
