2004P1, adding a KEM 1

I have a BCM 400 that I'm having trouble getting an add on module to work on an existing 2004p1. The set works and the add on module flashes when it gets plugged in but I can't do a button query or assign an internal autodial to it. It's as though it's dead. Checked firmware on the set and it's the same as the two other 2004's with add on modules that currently work. Do I need to add the module in software somewhere? I've tried rebooting the set and it just won't recognize the add on.
 
I think you have to add it as a cap set in programming.
