2004 IP Set Ringing Volume

I have a couple of sites with 3.7 on BCM 1000. Ip sets work fine, but customers have complained that they cannot turn up the ringer volume using F*80 or F*6. I've confirmed this to be true although all T series sets are responsive. Anyone found this and resolved it? Thanks!

Maybe I'm asking the wrong question since I can't seem to get any confirmation of whether it's software level specific or a flaw on I2004 sets.

Does anyone have an I2004 set with the ability to adjust the ringing volume off-premises, and if so, what system and software level?

Note: F*6 or F*80 work but no change in volume level
