2003 Terminal server session locks?

Ive got 20 users on TS and if they are idle for a while, the session locks and requires them to login again to continue with their session. This is NOT the active/idle setting in the properties of RDP in TS configuration, as that is set to NEVER and the server overrides the client settings. This is just like the regular 2003 server console that after a matter of time, locks the session and requires a login to continue.
Any ideas where I can change the time limit?
