2003 Terminal Server, open same ports as for CITRIX?

We have a CITRIX Metaframe 1.8 setup for external users that we are wanting to replace. We have set up a new server with Windows 2003 and added Terminal Services to it. Both the old and the new server work fine inside the office, but externally, we can only get to the CITRIX server. We've gone over the firewall configuration and both inside addressed have a corresponding outside address, and both the CITRIX server's external address and the terminal server's external address have ports 1494, 1604, and 3389 open. Any thoughts as to what we're missing? THanks in advance!
