2003 Terminal Server Can't Login

When a user attempts to login I get the message "The local policy of this system does not permit you to logon interactively." Where do I find the place to amke the necessary changes? Administrators can login with no problem. Thank you in advance.
 
You will find the setting in the local computer policy.

Start, Run, MMC

File, Add/Remove Snap-In, Add

Select Group Policy

Add, Finish, Close, OK

The policy element it Allow logon through Terminal Services which you will find under:

Computer Config\Windows Settings\Security Settings\Local Policies\User Rights Assignment
