2003 server security help!

I am trying to secure my new windows 2003 server. It runs my website. I tried to install a personal firewll, however, it seems to block everyone from getting to our site. Is there anyway to setup a firewall on a webserver without it blocking incoming request like this. My previous server was a 2k server, which I was attacked several times and they defaced my website. I'm trying to take every security precaution available on this server. Any advice would be greatly appreciated.
 
If the firewall allows port 80 incoming (and port 443, if you use that), then you should be fine. Firewalls block traffic unless otherwise instructed, so you'll need to tell your firewall software to allow this traffic.
 
Also, have you tried the IIS lockdown tool available from Microsoft?
 
What firewall are you using?
Are you behind a router?
