2003 Server print queue issue

A client has Server 2003. The printers have an IP address.

The problem is - the Server can not ping or find one of the printers.

Issues:

1) The server can't ping anything (has Internet access is off, is this related?)

2) a workstation can ping the printer and the server, yet the server can not ping the printer.

How do we make the server find the printer and more important, how do we assign a print queue to an ip address?

Any help appreciated

we need more information to help. posting the results of ipconfig /all and routing table may help. also use tracert command to find out where it go to.
