2003 Server Domain with 2 Internal DNS Servers

I have 2 Domain Controllers (both Global Catalogue Servers). I have Internal DNS & WINS running on one of these. The problem is that when the Server with DNS & WINS is taken offline users cannot log onto the Domain.

I therefore assume I must setup DNS & WINS on the second server also so that users are still able to log on. Are there any special considerations that must be taken when implementing a second DNS or WINS server in a single Domain?
