2003/Sends but items still in Outbox

Very strange, Outlook 2003/XP spII. Send/recieve works, but returns error - Exchange server unavailable. The items are being sent, but they still show in outbox. Also tried different isp's(kinkos,starbucks). Thought this may be port 25 problem, but they do get sent.
Any ideas? Could 2003 be corrupt/need reinstall?
