2003 send/recieve not there after re-image

After re-imaging laptop, start 2003 and set up fine, tests work. But in main screen send/recieve button not there, f5 and f9 do not respond(no errors or message, just nothing). I tried readding the email account as per MS, no good. Tried to create button under Standard button setup, its not listed in ANY category. Also, when restarting outlook, the send/receive is there for like 1 second then disappears.
Re-image again?

I fixed it !!
Under Help-Detect and Repair, put check marks in Restore shortcuts AND Discard customized settings, restore defaults.
After runin gand logging back in, Send/Recieve is back and working like a champ.
Dont know why it happened, the rumor around here is others have seen it and re-image worked except I reimaged twice...oh well.
