Can you disable DNS and DHCP on a 2003 SBS server? We have a domain controller already with DHCP. I need to use a SBS server for a test server and like to have it on the same subnet. I heard that DHCP and DNS can not be disable. Is that true?

That's not true. You can disable anything (some have consequences). BUT - SBS needs to be the forest root, and hold all FSMO roles. No way of getting around that. And AD is deeply rooted in DNS, and DHCP works well with DNS. So it's not recommended that you disable them. But it can be done.
