2003 OWA junk mail exceeded limit

Has anyone seen this before? My boss has tried to "Add sender to block senders list from her OWA and it comes up with this message that she has exceeded he junk mail limit. Is there an option I need to check (or uncheck)?

I suspect it's related to this:

There's no real solution yet, but the workaround is to set them through the OL2K3 client.
