2003 & 2000 terminal server

hello. i need some help.
heres the situation. i need to buy a mass amount of cals to be used on both 2003 and 2000. the best solution would be to setup a 2003 terminal server, but i was wondering if 2k server would comunicate with the 2003 T.S to get its licenses or do i need to setup a seperate 2k terminal server?
if i do need to setup a seperate 2k T.S how do i get the 2k servers pointing to T.S?
im kinda new to this...so any help would be grateful.

If you are a W2K active directory then W2k TS cals licensing must live on a DC. W2K3 can live else where.
