2000ivs2 delay in dialing tone

I have one 2000ivs2 that when you dial out their is a delay of at least 4 to 5 seconds before it begins to dial out. Checked with my other switches an all seem to match in the programming. Any help would be appreciated.
 
You could take a look at the timers in Cmd 41 such as yy=0 first data 50. Are the trunk types the same between sites? It could also be a carrier problem. Another Cmd worthy of a check would be 3520 & 21.

I'm just throwing out possibilities as there are too many variables at this moment.
 
Check commadn 85X (the X depends on the LCR setup, normally it is an 5). This is the command for max digits

Ex 855> 2 = 07
Ex 855> 12 = 11
Ex 855> 911 = 03

So if you had 855> 2 = 10 then the PBX is waiting for 10 digits to be dialed, you would normally set this to an 07 for 7 digit local dialing.
