Is there some place that still sells licensing for Windows 2000 server? I need more users.

You'll need to purchase 2003 CAL's.

So, 2003 server CALs will work on 2000 server?
 
They don't need to 'work', you just need to have as many CAL's as users/devices, that's all. If you're trying to use the Licensing Service on W2K, don't. Disable it, ignore it, walk away from it, it's useless. Just be sure you have enough CAL's and you're good.

BTW, yes, a 2003 CAL is good for your W2K server, not a problem. They're "backwards" compatible if you will.

When you install Windows 2000 server you choose "per seat" or "per server" licensing.

I always choose "per seat".

Then you can go into the Licensing admin tool and add licenses as needed.

Disable the Licensing service and move on to more important things. It doesn't work, it's useless, and only creates confusion. Have the licenses in hand to match your users and you're good.

Agreed. Licensing service = useless and annoying. Just make sure that you have purchased the correct number of licenses, then disable it and go on with life.
