2000 server XP group policy

I am having some problems getting a group policy to apply to my workstations with the XP adm files. My backend is 2000 server. I updated the adm files using the Gpmc running on an XP sp2 workstation. I created a new policy and entered all the settings I need but they are not applying to the client machines. When I run the Rsop snapin on the workstation I get this error "The latest versions of the ADM files below are not available. This can be due to insufficient permissions or unavailable network resources. The local copy of these ADM files will be used. Is there a certain area in AD I need to set permissions on the new ADM files?
 
Try running GPUPDATE /FORCE on the XP machines.
