2000 Server in NT 4.0 domain 1

i have an nt 4.0 server as a pdc and a 2nd nt 4.0 as a bdc with a 2000 server as a member server (i didnt set this up) i would like to make the 2000 server the pdc because it always says "cannot find domain controller for this domain" and take the older servers out the domain. Do i have to recreate all the users and login scripts in the 2000 server??? is there a way to migrate all the info to the 2000 server??
 
You have a few options.

If you are willing to completely re-setup the network you can create a Win2K forest/domain and use ADMT to migrate your user object.

You easiest solution however is to upgrade the NT4 PDC to Win2K. At that point you can take your existing 2K box and run DCPROMO on it to make it an additional DC.

When introducing Win2K as a Domain Controller in an NT4 domain, you MUST upgrade the PDC first. You can of course fake out the system. For instance you could always reload yor 2K box as an NT4 BDC, promote it to PDC then upgrade it back to Win2K. Your network would at that point be running in Mixed Mode with the two existing NT4 BDCs and the new server as a Win2K DC running as the PDC Emulator.
