2000 Server DC not replicating

We have a client that has 2 Windows 2000 Servers that are both running AD. When we try to manually replicate the servers, they report success but they are not replicating. We can see user accounts on one server that are not on the other.

We have performed all netdiac and dcdiag commands and all test pass successfully?

Has anybody seen this error before or have any ideas?

check replication repadmin /showrepl
to repair check out repadmin /kcc see if that helps

make sure your dns topology is correct too...

PDCe pointing to itself and itself only for DNS, replica DC pointing to PDCe for preferred, and itself as alternate...

assuming you reconfigured to this if it wasnt there already...cycle the dhcp client and netlogon services (in that order)
go into dssite.msc, if not on the PDCe, connect to the pdce using connect to domain controller...expand out ntds settings of pdce server object, delete all connection objects, right click ntds settings and check replication topology..clock ok and hit F5...
then connect to replica DC using connect to domain controller and repeat the steps...give it a few so the DCs update themselves....
create testuser1 on the PDCe, then connect to domain controller in ADUC and swap to replica DC, create testuser2 there...give it a few and see if it replicates...assuming they are in the same logical AD site, they will replicate within 5 minutes...
