2000 IPS CCIS to IPK

I am using CCIS over IP to connect a 2000 IPS to 2 IPK electra elites using point to multipoint CCIS. I do not have any audio across those trunks. Equipment is IPT card in 200 IPS and IAD cards in IPK's. SP2 on IAD and R12 on 2000. Any suggestions?
 
Confirm the programming & switch settings are correct for the IPTB/4VCT cards, you have software in F88>05 for CCIS and 11 for IP CCIS, 4VCT cards are in the correct order 1>2>3>4 to the left or right of the pad card, that in F71 you have time slots for the lens? Have you tried swapping out hardware? All ports in the data switch/router that we connect to are set to 100MBPS/FDX, if spanning tree is turned on for the ports we connect to turn of Port Facilities and all patch cords are factory made and tested to cat 6 standards? If you still have problems sniff your network with Ether reel (Etherreal.com has a free sniffer)
 
All equipment is fine I have voice to another location that is an IPK. Sniffed with WIRESHARK (formerly ETHEREAL) and from source to destination the UDP packets appear to be leving and arriving ok, but I have an ICMP message that says Destination host unreachable (port unreachable) what is this ICMP used for? I see this message immediately after last digit is dialed and call is initiated. I can ping to all IAD from 2000 MP card. After original post I went back through all programming steps and it appears that CM 3591>XX>0-7 has NONE for that trunk route, so I believe the vendor who did the update did not apply the correct (or any) CCH for that trunk route to use. My other IPK route uses 0 can I make this one the same?
 
see you nrrd 3591>rt>0 but check also their example. Here are some of their notes: They are using route 30 and note 3591 is related to 0607.
