20 second delay dialout on XUT loop start trunk

Having a strange problem involving analog trunk dialout on a XUT card.

System is a MG 1000B Branch office (last install of 10 or so already in service). Trunks are loop start.

Problem is that there is 20 seconds from the time the trunk is seized until it begins outpulsing digits. We are seeing the same thing whether using a buttset to monitor the trunks or the LD 80 trace commands. All of the timers match the other MG 1000B installations. I even have problems when using an IP phone in local mode and doing maintenance commands - the trunk gets seized but the digits don't seem to be outpulsed.

We tried changing polarity but get TRK156 (trunk seizure) errors. The trunk card has also been swapped out. We are running out of ideas.
 
Trunks should be ground start on an M1. Some of the delay could also be due to the system checking the NRS before dialing out the analog route.

Can you post and exaple along with the RLI and RDB for the route in question?
 
just as a test dial the number dialed by a #.. if that speeds up the outpulse then you could have a couple of timers in conflict

What happens when dialing out from the Main Office site?The IP phones should be registered to the Main site and not in local mode.Thier might be an answer supervision issue since you are using loop start, but I don't think that will make the call wait 20 seconds.Are they set for DTN?Why are you using COT's to dial out is this just for local mode?

Same thing, no matter if I'm in normal mode, local mode (using "Test Local Mode" on IP set) or using the MTA set commands.

I have turned on enhanced trace commands in order to see what is going on.

What is interesting that it appears during the outpulse phase I am seeing the ACOD of 7100 appearing to be dialed out. I don't see this when in the other modes.

the dial string does not look bad. did you try dialing the # after the last digit? if so did it speed up the 1st ring back? we need that information to help determine hard/software problem.. another possible test, put a but set on the analog trunk.. you should all the digits go out in a string, how long does ringback take from that test point.. nothing in the route of the trunk will slow down a call by 20 seconds, you couldn't do that via those two loads if you tried.. maybe 90 or 86.. on the main site, when you dial the same number, do you get ringback before you can finish the last digit? a pri should, if your getting any delay there, it's be magnified by the LOOP trunk, not caused by the location

Actually, since we had not cut over, we moved the system to another branch and the system worked with their outside trunks.

Testing found low loop voltage when going off hook (4-5 volts). We have called the telco to look at loop current and voltage, as we are assuming that this may be causing the issue.
 
Could it be that your trunks are busy and your waiting to grab an available trunk.Does it happen all the time.Do you here a hum on the line when you are waiting 20 seconds.
 
No, the trunks are not busy (verified with a buttset in monitor mode). Once NRS sends the digits to the 1000B it takes the line offhook and dialtone is returned...but then it takes 20 seconds for the digits to be outpulsed.
