20% added to address in browser

Win 98...IE 6 ... when user types in an address in browser it comes back with URL not found but the address has a change made to it. It has a couple letters and 20% added to the left of the address. It does it to all addresses and does not add the 20% stuff until after it enter is hit. Then it acts like it is looking for the page but it returns the page not found changes the address in the browser.

 
You probably need to type the entire syntax, for example, try " instead of "domain.com". I've found quite a few web sites that require the they haven't set up wildcard forwarding.
