I have 2 T1's with the same provider. They cant be bonded because one is a ppp and the otehr is a frame relay. The provider has told me that they acnt be bonded because of this. I have a cisco 7206 router with a 4 port multi t1 card. I want to use the connections for simultaneous outbound connections since I dont have an IP block, I also dont have an AS #. This router does support BGP and the ilk. I know one way to have traffic go out and have aggragate bandwidth is to have a default gateway with 128.0.0.0 and split bandwidth based on the out bound ip. But is this the only way. I have also tried to do round robin default gateway but that leads to bad packet times since it takes longer for one t1 to get to the destination than the other. Can anyone give me any ideas to get good results with what I already have?

Configure equally-weighted static routes to both providers and use per-destination load sharing. It's not a great solution, but it will help on outbound traffic.

try GLBP aka gateway load balancing protocol...I think it might work in this instance.
