I have a network connecting to an intranet web site through gateway 10.203.141.65 . The PCs have addresses 10.203.141.66/67/etc. Is it posible to set up another router on the network to allow access to the internet and a mail server? Will 2 gateway addresses work?

You can have a gateway on your intranet server that goes to the internet that way an IP packet going to the internet will route through the intranet. Not the ideal though better with a DNS server or host file for your intranet web server.
