I have a Gigabyte K8VT800 motherboard that has worked fine for a couple years. Just recently it shut off while I was using it and when I powered it back on it turned off again in about 10 seconds and smoke came out of the power supply. I got another power supply and plugged it all in, but the CPU fan didn't work (it just "jumped" a little and didn't spin). So I got a new CPU fan too and now it all works EXCEPT for two of the three RAM banks. I used to have RAM modules plugged into banks 2 and 3. However, after the crash if any sticks are plugged into those slots it gives me long beeps and will not POST. Only slot 1 works. The RAM I had works fine though. Is it possible that the power supply killed the two memory slots I was using? If so, how?

Fairly likely I would say. The PSU probably generated some large transient voltages as it died. But who knows? If I were you I would build a new system asap and copy my data over. I would trust anything on it now.

While were on the subject of power supplies and with your new one. Make sure the new one and any other power supply you buy in the future has over voltage protection on it. This is what stops harmful voltages from frying your computer when a power supply goes bad. Also never use power supplies that come with cases. If the power supply your using now does not have over voltage protection, you may be back in the same boat again soon.
