2 level horizontal navigation

I want a horizontal nav similar to this, but without the look and feel they have.

I just want it white text on a black bknd with a red line below as a hover. And I only need the secondary nav on one link on the main nav.

I have the main nav built, but not the secondary. The code that I found online is too much over my head.

Can anyone help?
