2 DHCP scopes and required leasing 1

I have 2 2008 servers running DHCP and AD/DNS with the main on scope x.x.x.100 - x.x.x.252 and the second server on scope x.x.x.2 - x.x.x.99. They function perfectly fine I believe as both will try to lease IPs to expired PCs and do it successfully.
My question is this. Today I took the main offline to see if the PCs would notice and request a new address and acquire one in the second servers scope. Only like 2 PCs did that and acquired new IPs. I had to manually do a /release /renew for the other PCs to acquire the new scope IP. Do I have the leasing for IPs set for too long? (they are at the default of 8 days i believe) I was hoping that once they realized there was an issue they would ask the second server for a new one immediately. Will they wait until their lease is up to ask for a new IP?

Typical DHCP renewal behavior starts at 50% of the least time. So, if you have a 8 day lease period, clients will attempt to renew starting on the 4th day. Not before then. Clients are not aware of a DHCP outage until they try to renew.
