Its been covered in the past on this forum, search a few pages in the past you may find something but here is a support kb I found that would probably help you understand it better.
That's the whole point to "seizing" the roles - you only do it when the current role holder is dead. If it were on, you would properly "transfer" the roles, and not "seize" them.
TFG13 beat me to referencing my FAQ faq96-4733. That should give you all that you need. I developed that FAQ when I encountered a problem with Kerberos where 2 DCs would not talk to each other and each thought it was the only DC.

Just want to point out that most of Mark's FAQ's, post's, and advice are right on the money. I've used his stuff several times, and it can be a lifesaver!
