1X Portal Extensions (PDE) Recycles Logon Attempt

Working with 1XP, 1XC, Mtg Exch etc...loaded PDE and the logon never completes...Avaya documentation consistently only references that MSXML 4.0 is required and this is the sympton (no error msg etc)even though a message does show above system tray shows "cannot connect to oneX portal server". From PDE I am able to launch 1XP.

System is 5.1
