I have setup a main report and two sub reports.
Question : How do I get the footer to display on every page not just the last page. Any kind of help is welcome.

I'm not sure what you're trying to put there, but there is a section called 'page footer' in the design tab. If you want your sub report to show up in the page footer, then place your sub report into the page footer section of your main report. Remember (on your sub report) to get rid of all excess stuff you don't want showing up in the main report.

This may explain your problem:
Subreports can't have their own page footer. They must share the page footer of the main report.
