1Outlook.exe w/2 users,2 pst's bt w/ different policies for each users

I have this User1 who originally owns the account,but then the User2 wants to have its own .pst also on that same PC BUT:
- User2 "only" can view/open, read/modify, send/receive
mails) on its own PST... how?
- how can i direct to go the incomming mail to its right
owner when both pst's are open?

Please help???
