I have an ongoing issue with 1603 phone not booting up without help after they have lost power connection.
We were able to get the phone to the latest version of software. The phone came back up and I could see the extension in System Status, like it had registered, but the customer onsite says he still has to enter the Call Server address to get the phone to connect.

I wish I could but there are 50 of them spread out over five locations.
Also I have 1616's on the same system that have no problems after being powered off.
So dhcp must be working correctly

Turn on the system DHCP server and tick apply to Avaya IP phones only, see how that goes :)

Is there another DHCP device on the network aside from the control unit?

The truth is just an excuse for lack of imagination.

I don't think there is. Is there anyway to hard code that Call Server address within DHCP or in one of the files used for the firmwware? 46xx?

Yes, using scope options, if your server allows it and you/your IT can do it :)
