1600x1200 static problems

I'm running Mandy 9.1 and using an 19' Envision EN-910e monitor. My video card is a 64mb Radeon VE. For a while now, every resolution above 800x600 has caused flicker, or what looks like static, on the screen. Even now as I type this, static lines are appearing and disappearing across the screen. My natural inclination was to adjust the refresh rates, assuming the install did not take care of it. I went through both the gui monitor configuration, as well as xf86config, but still no luck. Regardless of the refresh rate, the static still appears in anything over 800x600.

I've never had this problem in windows (as much as it pains me to say it), but would like very much to get it fixed in Linux. Some have suggested *BSD but I'm quite fond of Linux, and really don't want to go through the hassle of installing a new distro just to find out it has the same problem. I should also note that this happens with all window managers I've tried thus far (KDE/Gnome/Enlightenment). Thanks for any help you can give.
 
I had a similar case some 3 years ago. Sounds like your video memory is busted. Try another vid card. Does this also happen when you boot into Windows?
