1600 Phones Won't come up - error procpswd = OK

I have a customer that has 4 1603 IP Phones that were working fine last fall. they reconnected them to their system this spring and now they are getting the following error: procpswd = OK

any ideas on what I need to do to fix this?

the phones boot up with following messages:
DHCP: (seconds counter)
* to program
Enter procpswd = OK

it gets stuck on this last message

open your 46xxsettings.txt and look for
SET PROCPSWD if it has been enabled

The issue appears to be in the network...the AVAYA phones aren't seeing the phone system. thanks for the help but I think I know where I need to go with this issue.
