16 digit international calling

Merlin Legend 6.1 trying to call 16 digit international numbers.
Network provider cannot see 16th digit coming from my switch.
Can call 15 digit numbers ok
Special services table stripping no digits on table 0
and call type set to international.
Anyone else noticed this problem and have solution?
 
Test by giveing an extension pool dial out access, then try the call by dialing 70 (or 890,891, whatever pool you're using) instead of 9. This will bypass any ARS routing, and place the call directly on the facility.
 
Thanks Tommy. I tried placing a dialout code of the pool on an extension. It made no difference. same results. Network still does not receive the 16th digit dialed.
