16 colors to 256 colors

I have had to re-install windows and do a recovery due to a system crash. In doing so, I have had problems getting the monitor to look normal. The colors could not be raised above 16, and the icons were large. I finally found I could change the display.drv in sysedit to supervga.drv and make the hardward set-up also change the adapter type to Super VGA. Now I can select 256 colors, but it does not maintain it after the re-start. It goes back to 16 colors. Anyone know what I can do to fix this?
 
It seems you need to reinstall the video drivers for your graphics card.

If that doesn't work and you need further assistance, please provide:
1) make/model of video card
2) version of Windows
